Siglent SSA 3021x, Measuring power of two CW signals2:50

According to the manual Average type "Power" should be used to measure the True Power of complex signals. I am using two CW signals but the power of the sum of those two signals are not measured correctly. The sum should be equal to -7.1 dBm.
